Role: Change Manager Type: Contract Inside IR35 Duration: 6 months Location: Remote The Opportunity We are seeking an experienced Change Manager to lead business and operational change activities within a large-scale transformation programme. This is a hands-on delivery role where you will take ownership of developing and implementing practical change solutions in a complex and evolving environment. The successful candidate will have a proven track record of leading business transformation, operational change, organisational redesign, or merger-related programmes, ideally within the Public Sector or similarly complex organisations. This role requires someone who can work with ambiguity, engage stakeholders across multiple workstreams, and drive delivery rather than simply coordinate activity. Key Responsibilities • Lead the development and delivery of business-focused change management strategies and plans. • Assess operational impacts and ensure business readiness across affected teams. • Work closely with programme leads, operational stakeholders, HR, communications, and senior leadership to drive successful adoption of change. • Develop and implement stakeholder engagement, communication, and change intervention plans. • Identify risks, dependencies, and resistance to change, implementing practical mitigation strategies. • Support organisational redesign, operating model changes, process improvements, and workforce transitions. • Create clear and pragmatic plans in situations where requirements and programme direction may evolve over time. • Drive alignment across multiple workstreams, ensuring a cohesive and consistent approach to change. • Measure and track change adoption, business readiness, and stakeholder engagement outcomes. • Provide leadership and proactive direction, taking ownership of delivery and outcomes. Required Experience • Significant experience leading complex business and operational change programmes. • Demonstrable success delivering change within large, complex organisations, preferably within the Public Sector. • Experience supporting organisational transformation, mergers, restructures, operating model changes, or business process improvements. • Strong understanding of change impacts on people, processes, operating models, and business operations. • Proven ability to develop practical solutions in ambiguous and rapidly changing environments. • Experience influencing senior stakeholders and building credibility at all organisational levels. • Strong stakeholder engagement, communication, and business readiness experience. • Evidence of personally leading and owning change delivery rather than operating solely as part of a wider team. • Ability to work independently with minimal direction and drive activities to completion. Desirable • Experience working within large-scale merger, integration, or restructuring programmes. • Public Sector experience. • Change Management accreditation (Prosci, APMG, CIPD or equivalent).
