Job description

Teqniq is searching for a Emergency Management Programme Lead to work in the public sector. 37 hours per week. 3 month contract. 09:00-17:00 Job Description: Interim Emergency Management Programme Lead to drive the rapid delivery of a authority-wide Emergency Management Improvement Programme. This is a critical role focused on strengthening organisational resilience, ensuring statutory compliance, and embedding robust emergency planning, response, and recovery arrangements. You will take ownership of a comprehensive delivery plan and work at pace with senior leaders, services, and partners to implement tangible improvements ahead of key deadlines. Key Responsibilities: • Lead delivery of the Emergency Management Delivery Plan, ensuring progress across governance, planning, training, and operational readiness • Support a Corporate Resilience Board (CRB) and associated governance processes • Redesign of the Emergency Management Plan (EMP) and supporting plans • Develop a corporate policy framework, KPIs, and assurance mechanisms • Coordinate cross-authority inputs (ICT, Comms, Risk, Estates, HoS) to embed resilience • Strengthen major incident response arrangements, including command structures, escalation, and emergency centre readiness • Introduce and embed roles such as Local Authority Liaison Officers (LALOs) and Duty Manager arrangements • Improve business continuity, lessons learned processes, and community resilience strategy development • Provide regular progress reporting and strategic advice to senior leadership and members We need to see a highly credible resilience professional with the ability to lead at both strategic and operational levels. Essential experience: • Significant experience in emergency planning, resilience, or civil contingencies within local government or a similar complex organisation • Proven track record of delivering multi-disciplinary programmes at pace • Strong understanding of Civil Contingencies Act duties, LRF working, and national resilience standards • Experience developing emergency plans, governance frameworks, and training/exercising programmes • Ability to influence senior stakeholders and work across organisational boundaries Desirable: • Previous experience as a Resilience Lead / Programme Lead • Familiarity with Resilience Forums and multi-agency response environments.
