About the Company - Head of Asset Strategy, Planning and Delivery – Housing Association:
We’re supporting an regional housing association in Staffordshire to recruit a Head of Asset Strategy, Planning and Delivery who will lead the strategic management of the organisation’s housing assets, ensuring a data-driven, financially sustainable, compliant and resident-focused approach to asset investment, planning and delivery. The role will integrate asset strategy, investment planning, asset performance, sustainability and regulatory compliance, ensuring the organisation’s homes are safe, high-quality, energy efficient and aligned to future standards.
Core Focus - Head of Asset Strategy, Planning and Delivery – Housing Association:
• Drive long-term asset performance and value for money
• Lead delivery of sustainable investment and decarbonisation programmes
• Ensure compliance with RSH Consumer Standards, current and emerging requirements including Decent Homes 2, MEES, EPC targets and Building Safety
• Embed a “golden thread” of asset data to support decision-making and assurance
Person Specification - Head of Asset Strategy, Planning and Delivery – Housing Association:
• Degree (or equivalent experience) in housing, surveying, construction, asset management or related discipline - Essential
• Evidence of continued professional development - Essential
• MRICS, MCIOB, CIH or equivalent professional membership - Desirable
• Leadership or management qualification - Desirable
• Significant senior-level experience in asset management within a housing association or similar organisation - Essential
• Experience of SHDF or similar funding programmes - Desirable
• Knowledge of PAS 2035 and retrofit delivery frameworks - Desirable
• Experience of portfolio optimisation or regeneration - Desirable
• Ability to set clear direction and translate strategy into deliverable plans
• Strong leadership and team development skills
• Strong analytical skills, able to interpret asset data (e.g. stock condition, compliance, lifecycle) and translate into clear, actionable insights.
• Uses data to inform strategic decision-making, investment planning and performance improvement.
• Ability to manage large budgets and deliver value for money
• Strong financial planning and appraisal skills (e.g. NPV, whole-life costing)
• Experience in procurement and contract management
• Commercially aware, balancing cost, risk, and service quality
• Strong understanding of regulatory requirements in social housing
• Ability to manage risk and ensure compliance across assets
• Experience of audit, assurance, and performance reporting
