Job description

Job Purpose This post is with the Safeguarding Team and will use data to strengthen organisational safeguarding practice by leading the collection, analysis, and interpretation of intelligence from a wide range of internal and external sources. It ensures that safeguarding leaders, operational teams, and strategic partners have timely, accurate, and actionable insight to identify risk, improve outcomes, and support effective decisionmaking. The postholder provides expert oversight of safeguardingrelated systems, including the management and optimisation of all safeguarding reporting platforms such including those shared with NHSE, Providers NHS organisation and Safeguarding Partnerships and ensuring data quality, consistency, and compliance with statutory and organisational requirements. They translate complex information into clear narratives, trends, and recommendations that enhance learning, support assurance processes, and drive continuous improvement. The role also acts as a specialist advisor on safeguarding intelligence, maintaining strong working relationships across agencies, contributing to multiagency meetings, and ensuring that information flows appropriately between internal teams and external partners. Through proactive horizon scanning, analysis, and system leadership, the postholder helps the organisation anticipate emerging risks, respond to safeguarding concerns effectively, and embed a culture of learning and accountability. The post holder will operate a range of systems including: • NHSE data collection for the SCAT, SCRT and CYPiC and utilise local data and comparisons for the purpose of local reporting. • Safeguarding Dashboard information tracking Key Performance Indicators for commissioned services. The post holder will work closely with Business Intelligence colleagues, understanding the wide range of data collated within the ICB/ICS and how this may be used to support safeguarding improvements. Lead the collection, analysis, and interpretation of safeguarding intelligence from internal systems, external partners, and multiagency forums. 2. Produce highquality reports, dashboards, and briefings that identify trends, emerging risks, and learning opportunities. 3. Provide expert safeguarding insight to senior leaders, operational teams, and governance groups to support evidence-based decision making. 4. Utilise safeguarding related data to produce information that can be used to evidence statutory and regulatory requirements, evidence and inform safeguarding improvement plans and commissioning decisions. 5. Operate effectively in a flexible and demanding environment and proactively engage with ICS system partners, clinicians and contractors working on safeguarding related issues and topics. 6. Participate in relevant internal and external safeguarding related working groups/projects, services and initiatives to provide information and analytical advice and expertise. This will include work with a range of Safeguarding Partnerships and Boards. 7. Develop and implement safeguarding data collection systems that will provide accurate and timely data. 8. Management of risk and risk mitigation across the safeguarding spectrum. 9. Present safeguarding information and issues, including highly complex issues, to a wide range of ICS partners and external stakeholders. 10. Provide and receive highly complex, sensitive and contentious safeguarding information, presenting information, to a wide range of stakeholders in a formal setting. 11. Commit to working and engaging constructively with ICS partners on a range of safeguarding business sensitive issues. 12. Nurture key relationships and maintain safeguarding networks internally and externally, including national networks. 13. Liaise with the Communications and Engagement teams on public relations and marketing activities on matters relating to safeguarding promotions and publications 14. Link with managers and members of other functions, to address inter-dependencies and ensure alignment 15. Apply a structured change management approach and methodology for the impact of any change. 16. Ensure the smooth running of all safeguarding related administrative functions by ensuring leadership and management of these. 17. Responsibility for performance improvement, planning, commissioning and service delivery for services associated with area of specialist long term condition. 18. Oversight, project management and coordination of initiatives and workstreams related to safeguarding and strategic partnerships Communication 1. Provide and receive highly complex, sensitive or contentious safeguarding related information, negotiate with senior safeguarding stakeholders on difficult and controversial issues, and present complex and sensitive information to large and influential groups. 2. To provide and receive information that is highly distressing or highly emotional relating to safeguarding issues 3. Highlight difficult and controversial safeguarding related issues including performance and change to senior managers 4. Produce detailed reports providing analysis for a variety of audiences within health and across Partnerships 5. Communicate effectively with safeguarding team members and ensure systems for communication across the team are functioning effectively 6. Support the work to disseminate learning from safeguarding reviews and key safeguarding developments and programmes assist in the formulation of a variety of materials to support this. Organisation and Planning 1. Demonstrate capability to plan safeguarding activity and projects over short, medium and long-term timeframes and adjust plans and resource requirements accordingly 2. Demonstrate comprehensive experience of project principles techniques and tools such as Prince 2 and Managing Successful Projects and be able to apply these to a variety of safeguarding projects and programmes. 3. To deliver projects on time, to quality standards and in a cost-effective manner. Analytical and Judgement Skills 1. Demonstrate effective problem-solving skills and the ability to respond to sudden unexpected demands 2. Demonstrate ability to analyse complex safeguarding related facts and situations and develop a range of options 3. Take decisions on difficult and contentious issues where there may be a number of courses of action. 4. Demonstrate the ability to anticipate and resolve problems before they arise 5. Use safeguarding data to regularly produce statistical reports requiring formulae, and demonstrate impact on progress and make recommendations 6. Ability to work with a range of Safeguarding Partners in the joint production of Safeguarding Dashboards and key indicators of the efficiency of safeguarding arrangements. Research and Development 1. Develop/support/undertake complex surveys relating to safeguarding and related areas 2. Maintain and develop safeguarding data bases and data capture, using this to produce analysis and to drive improvement 3. Use data analysis to demonstrate impact of safeguarding improvements and to identify areas requiring focus. Patient Care 1.
