People & Organisational Development (POD) Officer Job Title People & Organisational Development (POD) Officer Location Belfast Hours 36 hours per week generally 9am – 5.15pm Mon to Thurs and 9am – 2pm on a Friday. Hybrid policy states a min. of 2 days in the office. Contract Type Full-Time, Fixed-Term (12 Months Maternity Cover) Closing Date 3 August 2026 Purpose of the Role Reporting to the People & Organisational Development Manager, the People & Organisational Development (POD) Officer will be responsible for coordinating and delivering learning and development initiatives across all business areas. Key Responsibilities Learning & Development • Lead the delivery of annual Training Calendar, ensuring organisational learning needs are met and continuously improved through evaluation, feedback and performance metrics. • Collaborate with business divisions to identify development needs and design appropriate learning solutions aligned to organisational priorities. • Act as a subject matter expert in the design and delivery of training programmes, including digital learning solutions. • Maintain awareness of emerging learning and development trends, technologies and future capability requirements. • Support the wider HR team in the delivery of training sessions and workshops. • Assist the POD Manager in coordinating and delivering structured induction programmes for newly appointed managers. • Manage development programmes • Evaluate programme effectiveness against business KPIs and recommend improvements. • Develop and present learning analytics • Develop and implement communication plans to promote learning and development opportunities across the organisation. • Manage relationships and contracts with external learning providers, ensuring quality and value for money through regular reviews. • Support the development and monitoring of annual learning and development budgets. • Administer the Voluntary Training and Educational Development Fund, ensuring compliance, governance and budget control. • Support compliance with mandatory and statutory training requirements through monitoring, reporting and stakeholder engagement. Core HR Talent & Performance Management • Manage the Group Performance Management System (currently the Core HR Talent Module). • Ensure the system is fully operational and ready for annual performance review cycles. • Lead system optimisation, maintenance and troubleshooting activities. • Support the rollout of future performance management developments across additional employee groups. • Monitor and report on completion rates across divisions. • Liaise with business areas to ensure compliance with performance management processes. • Manage performance management timelines, communications and training materials. • Conduct quality audits and reviews and make recommendations for continuous improvement. • Deliver LEAD Framework training to Management, Professional and Technical (MPT) employees. Person Specification Essential Criteria • Minimum of 3 years' experience within a Learning & Development environment. • Minimum HNC qualification • Experience analysing feedback and evaluation data and presenting findings to senior stakeholders. • Experience managing internal stakeholders to deliver learning and development outcomes. • Awareness of monitoring and controlling resources and associated project budgets. • Experience managing projects. • Able to satisfy the medical standards applicable to the post.
