Organisational development and strategy
•
Work closely with PCN Clinical Director, PCN
Operations Manager, GP Leads and Practice Managers to identify suitable
projects, undertake gap analysis, scope and develop project plans
•
Develop and manage an overall transformation plan
for the PCN, including identifying interdependencies, managing risks,
considering the potential impacts on the wider organisation, and determining
resource requirements.
•
Advise on innovative opportunities and support
practices to maximise benefits from innovation, through the sharing of learning
and best practice.
•
Support the network and practices to effectively
use existing and new technology systems and products to enable improvement.
•
Drive the planning and prioritisation of changes
that will improve delivery of care and improve patient and staff experience in
the practices within the PCN.
•
Undertake research/investigations as appropriate
in order to prepare briefing reports on a wide range of highly complex and
sensitive topics. Communicate the outcome of such findings with the relevant
parties including at Board level.
•
Provide hands-on capacity and support to
practices and the network in implementing and sustaining agreed changes.
• Drive continuous improvement across the PCN
•
Take a data driven approach, looking at evidence
and information available to support understanding of challenges, identify
possible solutions and track the impacts of changes that have been made.
•
Effectively present and communicate data to
practices and PCN staff at all levels to increase understanding of operational
challenges
•
Work in partnership with the ICS to identify
relevant data sets and to support standardisation in the use of measures for
understanding change and improvement in general practice.
•
Interpret data and highlight variation to support
open discussion about where variation is and is not warranted
•
Seek and secure analytical resource as required
to support in the PCN in developing and implementing appropriate data and
information sharing mechanisms
•
Collate feedback / analysis data
on behalf of the PCN to report to the ICB and other organisations as required
and analyse service specification, performance indicators and data collection
requirements to inform design for new PCN services
Governance
• Prepare the
organisation and apply for CQC Registration
• Undertake a
lead role, as required, to ensure the Network complies with relevant and
legislative responsibilities relating to GDPR, Health and Safety, and Human
Resources.
• Maintain a good knowledge of key policies from the Department of Health
and Social Care, NHS England and other relevant government departments and
agencies, and support PCN staff to understand and interpret these locally.
• Work with the local ICB to support the development of overall primary care
transformation strategies, including digital transformation strategies, and
their delivery.
• Support the PCN and member practices to adapt and apply specific policies
and initiatives to local needs and to prioritise initiatives based on local
requirements
• Ensure
shareholder agreements, network agreement, schedules, data sharing agreements
and other governance documents are up to date and accurate
• Ensure
that all policy documents are up to date
• Accountable
for high quality and effective management and administration of the PCN Board
and Board Committees, ensuring they are appropriately recorded and improving
existing processes and systems where relevant.
Contract management
• Lead
the review of contracts and documentation and act as a key part of ensuring
documents are agreed and signed off in a timely manner.
• Support service delivery by being the conduit between any third-party
service providers and the PCN and its member practices to ensure integration of
the service staff into existing teams and working processes.
• Ensure there are project and delivery plans in relation
to meeting the GP contract/DES specification, including writing plans and
business cases on behalf of the service as appropriate.
• Report
and monitor how the PCN is performing against contract requirements including
writing and running clinical reports and other reporting functions
Human resources
• Maintain a robust and
resilient governance structure for the business which can be easily maintained.
• Support all relevant HR duties such as sickness management, leave
requests, recruitment and onboarding
• Undertake training needs assessments and provide training and
development opportunities within the workforce alongside appraisals and personal
development plans
Financial management
• Work with PCN
Clinical Director to develop budgets aligned to income streams
• Manage all
delegated budgets in line with all relevant organisational procedures with a
view to achieving the best impact from well-managed finances.
• In
conjunction with the Clinical Director/Board review, authorise and approve
operational services spend, ensuring a fair and reasonable allocation of funds.
• Ensure
financial risks are recognised and appropriate action is taken.
•
Liaise with accountants to ensure workforce budgets are maximized,
suppliers are paid in a timely manner
•
Coordinate the accurate and timely submission of monthly and
quarterly financial claims (including ARRS claims and local incentive schemes)
to ensure cash flow is maximised.
•
Manage all monthly payroll activity and liaise with the external
payroll provider.
• Communications and engagement
• Build strong professional relationships with practices and across all
areas of the PCN including stakeholders such as the Integrated Care System,
Liverpool Place, local authority, third party service providers, Communities,
Voluntary organisations and the Local Medical Committee to support all areas of
the business and quality improvement.
• Be the first point of contact for Practice Managers with regard to
delivery of PCN projects/schemes.
• Develop
engagement in line with shared purpose, and local and national stated
priorities.
• Design a communication strategy plan for the
network and maintain a good working relationship with all practices to
understand their communication needs.
• Initiate and participate in development of
effective systems of communication and co-operation between member practices,
staff, and other members of the primary care team.
• Ensure that changes are aligned with agreed
clinical priorities and have ownership and engagement from clinical leaders and
staff.
• Identify best practice and learning from other
areas that could be applicable to the local PCN and communicate this to staff.
• Make connections with the ICS and other service
delivery organisations to plan and deliver changes that will improve working
between general practices and other primary care and non-primary care services.
• Lead or participate in relevant working groups,
project groups, service meetings and other forums across the PCN (and ICB) to
agree changes, share learning, discuss challenges, and resolves issues.
• Make connections across the PCN to support

• Support the integration of ARRS staff across the PCN and in the

continual personal and professional development, taking an active part in
reviewing and developing the role and responsibilities, and provide evidence of
