Job description

Following a recent organisational review, a series of strategic recommendations have been identified to strengthen the organisation, improve efficiency and support the delivery of corporate objectives. The Programme Manager will lead and coordinate the implementation of these recommendations. Client Details The client are a national regulatory organisation embarking on an ambitious programme of organisational improvement following a recent independent review. Their transformation portfolio includes policy development, process improvement, governance enhancements and digital change initiatives, all aimed at strengthening organisational performance and delivering better outcomes for the people and communities they serve. Description Programme Leadership and Delivery: • Lead the planning, mobilisation and delivery of the organisational transformation programme arising from the recent organisational review. • Translate review recommendations into a clear programme roadmap, delivery plan and implementation strategy. • Coordinate multiple workstreams across the organisation, ensuring alignment of priorities, resources and outcomes. • Maintain oversight of both digital and non-digital projects, ensuring all initiatives support the wider organisational objectives. • Drive programme delivery through effective planning, monitoring and intervention where necessary. Governance and Accountability: • Establish and maintain effective programme governance arrangements, ensuring clear decision-making and accountability. • Provide constructive challenge and scrutiny to Executive sponsors and senior stakeholders to ensure delivery commitments are met. • Escalate risks, issues and barriers appropriately and ensure timely resolution. • Develop and manage programme reporting mechanisms, providing accurate updates to Executive Leadership Teams, Boards and Committees. • Ensure decisions are evidence-based and supported by robust analysis and recommendations. Stakeholder Engagement: • Build strong relationships with Executive leaders, senior managers and external stakeholders. • Influence and engage stakeholders at all levels to secure commitment to programme objectives and outcomes. • Facilitate discussions, workshops and governance meetings to support effective decision-making. • Act as a trusted adviser to senior leaders on programme delivery, organisational change and transformation. Change and Improvement : • Lead the implementation of organisational change initiatives, ensuring changes are embedded successfully across the organisation. • Support the development and implementation of new policies, procedures and ways of working. • Drive continuous improvement through the application of best practice programme management techniques. • Identify opportunities to improve efficiency, effectiveness and service outcomes. • Ensure benefits are clearly defined, measured and realised. Risk and Performance Management: • Develop and maintain programme risk, issue and dependency management processes. • Monitor programme performance against agreed objectives, milestones and benefits. • Identify delivery risks early and implement mitigation strategies. • Provide assurance that programme activities remain aligned with organisational priorities and available resources. Profile Essential experience: • Significant experience leading large-scale transformation programmes within the public sector, government, arms-length bodies, regulators or similarly complex organisations. • Proven track record of delivering organisational change and improvement programmes involving multiple stakeholders and workstreams. • Experience operating within Executive and Board-level environments. • Demonstrable experience holding senior stakeholders accountable for delivery commitments whilst maintaining positive and productive relationships. • Experience leading both digital and non-digital change initiatives. • Experience implementing recommendations arising from reviews, audits, inspections or strategic assessments. • Strong understanding of programme governance, assurance and benefits realisation. • Experience managing complex risks, interdependencies and competing priorities. Qualifications: • Programme management qualification such as MSP, PRINCE2, Managing Successful Programmes, Agile Programme Management or equivalent experience.
