Job description

Location: Southwark, London (Hybrid Working) Client: Greater London Authority Job Type: Temporary, full-time (Initial 3-month contract) This is an exciting opportunity, delivering the Mayor’s strategic licensing priorities. You’ll play a key role in shaping and leading a new Responsible Authority (RA) service, driving how licensing supports London’s economic growth, cultural vibrancy, and night-time economy. Day-to-day of the role: You'll lead the design and delivery of a test RA service across multiple London boroughs, helping to prepare it for future London-wide implementation. Key responsibilities include: • Leading and overseeing service delivery across boroughs • Managing case allocation, prioritisation, and performance • Providing strategic oversight and sign-off on licensing representations • Building strong relationships with senior stakeholders and partners • Ensuring robust governance, risk management, and legal alignment • Monitoring, evaluating, and improving service performance • Managing and developing a multi-disciplinary team • Representing the GLA in forums, meetings, and licensing hearings • Driving a consistent and strategic GLA position across boroughs • Refining the operating model based on insight and learning Required Skills & Qualifications: We’re looking for a strategic and experienced professional with a strong background in licensing or regulatory services. You’ll bring: • Experience working within a licensing, regulatory, enforcement, or public protection environment (ideally within local government or similar) • Strong knowledge of the Licensing Act 2003 and licensing processes • Experience handling licence applications and/or regulatory casework • Confidence drafting reports, recommendations, and formal correspondence • Proven team leadership or line management experience • The ability to influence, negotiate, and build relationships at senior level A relevant professional qualification in licensing (e.g. Institute of Licensing or CIEH) is desirable.
