Job description

Senior/Environmental Health Officer Location: Harlow (4 days per week on site from September 2026) Contract: Temporary – Initial 3-Month Contract Hours: Full Time Rate: £45.00 - £50.00 per hour (Umbrella) We are delighted to be supporting our client in the recruitment of an experienced Senior/Environmental Health Officer to join their Housing team on an initial 3-month temporary contract. This is an excellent opportunity to play a key role in improving housing standards, supporting enforcement activity, and helping the authority prepare for new legislative changes, including the implementation of the Renters' Rights Act 2025. you will be responsible a range of private sector housing enforcement functions, including: • Carrying out Housing Health and Safety Rating System (HHSRS) inspections. • Serving Improvement Notices and undertaking housing enforcement activities. • Managing Houses in Multiple Occupation (HMO) licensing. • Issuing civil penalties and supporting legal prosecutions where required. • Supporting and mentoring housing trainees within the team. • Assisting with the implementation of new housing legislation, including the Renters' Rights Act 2025 and associated regulatory requirements. • Contributing to the council's commitment to maintaining high housing standards and regulatory compliance. To be successful in this role, you will have: • Previous Environmental Health experience within a Local Authority, particularly in Private Sector Housing. • Practical experience of HHSRS inspections, HMO licensing, housing enforcement, and statutory notices. • A strong understanding of relevant housing legislation and enforcement procedures. • Excellent communication, report writing, and case management skills. • The ability to work independently while supporting colleagues and trainees. Desirable • Degree or Diploma in Environmental Health (or equivalent qualification). • Registration with the Environmental Health Registration Board (EHRB).
