Job description

An exciting opportunity has arisen for an experienced Strategic Lead - Business Intelligence & Insight to lead a high-performing intelligence and analytics function within a large, complex public sector organisation. This senior leadership position is responsible for shaping and delivering the organisation's data, business intelligence, performance management, and insight strategy, enabling evidence-based decision-making and supporting transformation across multiple service areas and strategic partnerships. The role combines strategic leadership, operational management, and stakeholder engagement to drive a data-led culture and improve organisational performance. Key Responsibilities • Lead and develop the Business Intelligence, Insight, and Public Health Intelligence functions. • Define and deliver the strategic vision for data, analytics, reporting, and business intelligence. • Drive organisational transformation through the effective use of data, insight, performance management, and digital solutions. • Oversee the development of integrated intelligence products, strategic analysis, research, and horizon scanning activities. • Lead corporate performance management frameworks and monitoring processes. • Champion data quality, governance, and the effective use of management information across the organisation. • Support commissioners, senior leaders, and operational teams by providing robust evidence, insight, and strategic recommendations. • Build and maintain strong relationships with a broad range of internal and external stakeholders, including health, social care, housing, and wider public sector partners. • Lead the development and delivery of population health management, strategic needs assessments, research programmes, and performance reporting. • Present intelligence findings and recommendations to senior leadership teams, boards, committees, and partnership forums. • Manage and develop multidisciplinary teams, fostering innovation, continuous improvement, and professional excellence. Leadership & Management • Directly manage a team of specialist intelligence and analytics professionals while providing leadership across a wider function. • Oversee significant operational budgets and resources. • Support workforce development through coaching, performance management, training, and succession planning. • Create an environment that encourages analytical thinking, innovation, and constructive challenge. Candidate ProfileThe successful candidate will bring: • Significant experience leading Business Intelligence, Analytics, Insight, Research, Performance, or Data functions within a complex organisation. • Strong strategic leadership capabilities with the ability to influence decision-making at executive level. • Experience delivering organisational transformation through data-led approaches. • Expertise in business intelligence, performance management, research, analytics, and insight generation. • Excellent stakeholder engagement and partnership-building skills. • Strong people leadership experience, including managing multidisciplinary teams. • The ability to communicate complex analytical findings to both technical and non-technical audiences. • Experience working across organisational boundaries to deliver joined-up intelligence and evidence-based outcomes.
