Job description

Business Manager • Hourly Rate: £25.54 • Location: Bury • Job Type: Temporary, Full-time We are seeking an interim Business Manager to join our Supportive Collection service within the Corporate Collection and Support sector. This role is crucial for providing senior operational leadership and managing various income streams such as Council Tax, Business Rates, and Adult Social Care debts. The successful candidate will have significant experience in either Revenues or Accounts Receivable, preferably with a focus on Adult Social Care debt. Day-to-day of the role: • Develop and maintain efficient, effective, and equitable collection and recovery pathways for various debts including Housing Rents, Council Tax, and Business Rates, adhering to statutory legislation and local policies. • Ensure the development of a holistic, proactive, and preventative borough-wide Welfare Rights and Support offer, embedding Welfare Support within collection processes to enable effective financial inclusion for vulnerable residents. • Continuously develop the Supportive Collection Pathway, ensuring systems, processes, and reporting are effectively implemented and maintained. • Develop a rationalised debt profile for all collection streams, maintaining an accurate database and robust processes for handling non-viable debt write-offs. • Collaborate with the Business Manager for Business Improvement to develop a data-driven reporting regime that supports income generation and performance improvements. • Enhance customer communication streams and develop new engagement methods to enhance the service’s collection and recovery offer. • Implement and continually develop effective access offers for residents, ensuring cost-effective and resolution-driven contact methods. • Drive the development of the Supportive Collection’s online offer, enhancing accessibility and providing clear pathways to online support. • Support a digital by default ethos, seeking digital solutions and system automation to streamline processes and build capacity. • Identify new opportunities for income generation and align corporate collection strategies to the Supportive Collection Pathway. • Manage all elements of the Supportive Collection team effectively, ensuring compliance with organisational policy and prioritising staff training and development. Required Skills & Qualifications: • Significant experience at a senior management level within Revenues or Accounts Receivable/Sundry Debts, preferably with a focus on Adult Social Care debt. • Demonstrable experience in leading performance improvements within a collection environment. • Strong people management skills and the ability to work effectively with various teams and stakeholders. • Proficiency in managing multiple collection streams and ensuring compliance with legal standards. • Excellent communication and interpersonal skills to maintain and develop relationships with internal and external stakeholders.
