Change Manager Contract: 6 Months Sector: Public Sector Location: Hybrid in London The Opportunity We are seeking an experienced Change Manager to lead and deliver change management and communications activity for a complex transformation programme within a Public Sector organisation. This role will play a critical part in ensuring successful adoption of change across a dynamic environment, including large-scale organisational transformation and merger activity. The successful candidate will be a hands-on change professional who can bring structure to ambiguity, develop practical solutions, and drive delivery through proactive stakeholder engagement and effective communications. Key Responsibilities • Lead the development and execution of comprehensive change management and communications strategies. • Create and implement change plans, stakeholder engagement plans, communication plans, and adoption activities. • Work across multiple programme workstreams to ensure a cohesive and aligned approach to change delivery. • Build strong relationships with senior stakeholders and provide trusted advice on organisational change impacts. • Assess change readiness, identify risks and challenges, and develop mitigation plans. • Drive engagement activities that support understanding, buy-in, and adoption across the organisation. • Develop practical solutions in fast-moving and often ambiguous environments. • Monitor and adapt change approaches as programme requirements evolve. • Manage communications sensitively within a challenging organisational landscape, including restructuring, merger activity, and workforce impacts. • Take ownership of delivery and ensure change activities are executed effectively and on schedule. Essential Experience • Significant experience leading complex Change Management and Communications programmes within the Public Sector. • Proven track record of delivering organisational change within large-scale transformation programmes. • Demonstrable experience operating successfully in environments with high levels of ambiguity and evolving requirements. • Experience developing and implementing end-to-end change and communications strategies. • Strong stakeholder management skills, including engagement with senior leadership teams. • Experience supporting organisational restructuring, mergers, integration programmes, or workforce transformation initiatives. • Ability to evidence personal ownership and leadership of change programmes from inception through to delivery. Ideal Candidate The ideal candidate will be a proven Change Manager who has personally led complex transformation initiatives within the Public Sector. They will be comfortable working in uncertain environments, capable of building practical and effective change strategies, and willing to take full ownership of delivery rather than simply coordinating activity through others. Experience managing change during organisational mergers, restructures, or periods of significant workforce impact will be highly advantageous.
