Directorate Support Manager T&O and Vascular Surgical Care Group Band 7 RESPONSIBLE TO Directorate Manager ACCOUNTABLE TO Directorate Manager LIAISES WITH: Internal: Associate Chief Operating Officer, Associate Medical Director, Directorate Manager, Clinical Directors, Trauma Team Care group Support Managers, A&C staff, Finance and HR teams Patients and families Externally other Trusts in the region. JOB SUMMARY: The postholder will be required to undertake a wide range of duties in providing operational management and business development support to ensure that the care group meets quality, activity and financial targets. The post holder will be required to undertake a wide range of duties in providing management support to the Associate Chief Operating Officer, Clinical Directors and Heads of Service to ensure that the Directorate meets their quality, activity and financial performance targets. DUTIES: Operational Management The post holder will be required to: • Act as contact point for care group regarding issues relating to capacity and patient flow. Liaising with departments to support Trust core business. Assist clinical managers in ensuring that the operational performance of the Directorate / Care Group is effectively managed to meet agreed Trust and Care Group objectives. Work with individual clinical managers and Service Leads to ensure achievement of the national waiting time targets and emergency access targets. Monitor patients waiting via Trust Reporting systems, analyse information and take relevant action to ensure that no patients breach the targets. Discuss non-routine capacity issues with the Service Leads to ensure all waiting times and booking targets are met. Ensure, in conjunction with Service Leads, that Trust resources are being used in the most effective manner and ensure waiting list initiative work, including work in the private sector and weekend working, are justified and appropriately planned. Monitor performance against activity targets, service objectives and KPIs. Ensure complaints and incidents are investigated in line with the Trust complaint policy and where appropriate co-ordinate the response with the Care Group Management Team. To work with the Directorate Manager, Clinical Directors, Departmental managers and the Finance team to deliver the care group objectives, in line with Directorate, Care group and Corporate targets and strategies. To represent the Directorate Manager and the Care Group in Trust forums as required. • Act as contact point for care group regarding issues relating to capacity and patient flow. Liaising with departments to support Trust core business. Business Development Responsibilities The post holder will be required to: • Collate information and draft Directorate reports for Care Group meetings. • Support specific allocated Care Group projects. Review equipment needs submitted by the Directorate and ensure the development of supporting rationales. Work with Directorate Leads, Service Leads and other clinical representatives to support development of business cases for the care group in conjunction with the Business Advisor for the Care group. Work with Directorate leads, Service Leads and other clinical representatives to ensure strategic objectives and plans are developed as part of the Trusts business planning cycle. Work with the Heads of Service Clinical Director, matron, finance manager and heads of departments to identify and facilitate service developments and new ways of working. To undertake project work as directed by the Directorate Manager. This includes supporting projects relating to compliance plan, changes in pathways, capacity and demand profiling. • To contribute to the identification of cost pressures and assist in the delivery of cost savings / service efficiencies and delivering an annual cost improvement plan. Management Of Staff • To be responsible for the operational management of administrative and clerical staff within the care group as required. Working alongside the office manager. • To ensure staff are aware of and comply with Trust policies. • To implement HR policies as appropriate (eg Attendance Management, Grievance policy, Disciplinary Policy). • To manage the systems in place for monitoring of sickness / absence and annual leave of administrative staff and where appropriate organise cover. • To coordinate / undertake return to work meetings where appropriate in accordance with the Trusts attendance management policy. • To ensure all employees booking agency staff are doing so in line with the Trusts agency request guidelines. • To arrange and support training and development of staff as identified from the PDRS and ensuring that all staff have a personal development plan in place.
