Job description

Learning & Capability Specialist We are recruiting on behalf of our client for an experienced Learning & Capability Specialist to shape and deliver a strategic learning agenda that drives measurable improvements in leadership, management and professional capability across a complex organisation. You will act as the organisation's subject matter expert for learning and capability, leading the design, procurement, delivery and evaluation of high-quality learning solutions that support organisational priorities and workforce development. Key Responsibilities • Develop and implement an organisation-wide learning and capability strategy aligned to workforce priorities and business objectives. • Create and maintain a multi-year learning road map, capability pathways and development frameworks for leadership, management and professional skills. • Lead organisational and targeted Learning Needs to identify capability gaps and development priorities. • Design, commission and deliver inclusive, accessible and impactful learning solutions that support organisational goals. • Partner with profession leads and senior stakeholders to align capability development with career frameworks, workforce plans and business needs. • Manage and deliver organisation-wide learning initiatives, talent programmes and development interventions. • Lead learning procurement activities, including supplier selection, contracting, mobilisation and performance management. • Manage relationships with external learning providers, ensuring quality delivery, value for money and achievement of agreed outcomes. • Oversee learning budgets, forecasting, spend management and prioritisation of investment across capability programmes. • Develop and maintain learning dashboards, reporting and evaluation frameworks to measure effectiveness and return on investment. • Analyse learning data and management information to identify trends, evaluate impact and drive continuous improvement. • Produce reports, recommendations and insights to support decision-making and demonstrate the value of learning interventions. • Build strong relationships with senior leaders, managers and key stakeholders, acting as a trusted advisor on learning and capability matters. • Support leaders and managers in fostering a positive learning culture and embedding learning within day-to-day operations. • Collaborate with HR, organisational development, engagement and inclusion teams to support broader people and culture initiatives. • Develop and deliver communications and engagement campaigns to maximise participation in learning and development opportunities. • Ensure all learning programmes, materials and delivery methods meet accessibility, inclusivity and quality standards. About YouWe are looking for a credible learning and capability professional with experience operating in a complex, matrixed organisation. Essential Experience & Skills • Proven experience leading end-to-end learning and capability programmes in a complex organisational environment. • Strong stakeholder management skills with a track record of operating as a trusted advisor to senior leaders. • Significant experience conducting Learning Needs Analysis (LNA) and translating organisational priorities into effective learning interventions. • Experience designing and implementing capability pathways for leadership, management and professional development. • Demonstrable success managing external learning providers and suppliers. • Strong analytical capability, using data and evaluation frameworks to measure impact and drive improvement. • Excellent facilitation, communication and influencing skills. • Ability to manage multiple programmes and priorities while maintaining a strong focus on outcomes. • CIPD Level 7 qualification (or equivalent L&D/HR qualification).
