Job description

Principal Development Officer (Planning Control) • Hourly Rate: £22.13 • Location: Bolton • Job Type: Full-time We are seeking a Principal Development Officer to provide senior professional support to the Planning Control Section and assist in the management of the service in accordance with statutory requirements. This role is crucial for ensuring compliance and enhancing the service's reputation both internally and externally. Day-to-day of the role: • Support and review the management of the Planning Control service, ensuring alignment with the Council’s Team Leader competency model. • Ensure the team discharges the Council’s liabilities responsibly and that decisions and advice comply with all relevant legislation and standards. • Provide expert advice on planning applications, enforcement, and sustainable development. • Evaluate and make recommendations on complex planning issues, including environmental impact assessments and related applications. • Prepare and review planning documents and statements for appeals, attending inquiries and hearings as required. • Manage day-to-day staff operations, including disciplinary procedures, recruitment, and training. • Assist in monitoring and improving the performance of the section through developing performance indicators and service improvement plans. • Develop effective working relationships with key stakeholders and deputise for the Development Manager as needed. • Utilise ICT and GIS systems effectively to enhance service delivery. Required Skills & Qualifications: • Advanced knowledge in planning matters with the ability to provide high-level advice. • Experience in managing complex planning issues, including enforcement and pre-application advice. • Strong analytical skills to handle complex technical planning issues. • Excellent presentation skills with experience in planning committee meetings. • Understanding of local government political sensitivities and decision-making processes. • Leadership skills with experience in managing and developing staff. • Proficiency in ICT and GIS systems relevant to planning and development. • Degree or Diploma in Town Planning or related discipline, eligible for RTPI membership. • Proven track record of continuous professional development.
