Job description

Help build a new cyber security capability from the ground up. HM Land Registry (HMLR) is building a new Red Team capability to strengthen the cyber resilience of one of the UK's most important national services. Inspire People is partnering with HMLR to recruit a Senior Infrastructure Specialist - Red Team Operator. This is a rare opportunity to help shape a newly established function, influence how Red Teaming evolves within HMLR and play a key role in protecting one of the UK's largest digital property registers. £48,400 - £59,300 plus 28.97% Civil Service pension. Plymouth (minimum 60% office attendance across the month. About the Senior Infrastructure Engineer (Red Team): This is far more than a traditional penetration testing role. As part of a newly formed Red Team, you'll emulate real-world threat actors, conduct adversary simulations, assess security controls and provide intelligence-led recommendations that improve HMLR's security posture. You'll help define methodologies, shape frameworks, select tools and influence how the function develops from the ground up. Working alongside Security Operations, Security Assurance and Infrastructure Engineering teams, you'll identify weaknesses before attackers do and help drive continual cyber security improvement across a diverse technology estate spanning cloud, on-premise and legacy platforms. As a Senior Infrastructure Engineer you will: • Design and execute realistic attack simulations against HMLR systems and services. • Perform penetration testing across networks, applications and infrastructure. • Conduct adversary emulation exercises using threat intelligence and attacker methodologies. • Identify vulnerabilities, attack paths and security weaknesses. • Assess the effectiveness of existing security controls and detection capabilities. • Produce actionable recommendations that improve cyber resilience. • Work closely with Security Operations Centre (SOC) teams and Security Assurance specialists. • Plan and coordinate Red Team engagements from reconnaissance through to reporting. • Analyse emerging threats and adapt testing approaches accordingly. • Help shape the future direction, tooling and operating model of HMLR's Red Team capability. Essential Skills for the Senior Infrastructure Engineer: • Degree-level qualification in IT (or related discipline), or equivalent experience. • Experience in cyber security testing, penetration testing, attack simulation or adversary emulation. • Experience gathering, analysing and interpreting technical security information. • Knowledge of security technologies such as SIEM, EDR/XDR, CTEM, DAST, WAF/DDoS, Entra ID, IPS/IDS, PKI or SASE. • Experience using security testing techniques, frameworks and methodologies. • Scripting capability in Python, PowerShell, Shell, SQL, Perl or similar. • Experience mapping attacker behaviour and conducting threat analysis. • Strong analytical and problem-solving skills. • Excellent communication skills, with the ability to explain findings to both technical and non-technical stakeholders. • The ability to produce clear technical reports and actionable recommendations. Desirable Skills: • CEH, EHE or similar security certifications. • Experience with Red Team tooling such as Burp Suite, Metasploit, Wireshark, Nessus, Nmap or Hashcat. • Knowledge of MITRE ATT&CK and adversary emulation frameworks. • Experience securing Windows, Linux or Mainframe environments. • AWS or Azure security experience.
