Plenty of operating model work stops at sign-off. This one does not.
You will design the future operating model for a major central government transformation in enough detail that it can actually be built, then work with the business and change teams to put it in place.
What you will actually do
• Produce a target operating model detailed enough to implement, across people, process, technology, governance and data, rather than a set of principles
• Define future-state services, processes, roles and structures that operational leaders recognise as workable
• Build an implementation roadmap and business readiness plan sequenced against operational capacity, not just against the programme plan
• Stay with the model through implementation rather than handing over at design sign-off
• Embed it into supplier and internal operating arrangements so it survives contact with day-to-day delivery
• Run design workshops that produce decisions, bringing dissenting operational voices in early enough to matter
• Test the model against real operational scenarios before it goes live, including the awkward ones
• Define what operational readiness means for each service, in terms specific enough to be assessed
Where the role sitsReporting to the engagement lead and working with the client's service owners, operational leadership and change function. You will supply the operating model detail the Business Case Lead needs for affordability and benefits, and the readiness definition the Transition Lead assesses against.
What we are looking forA record of taking target operating model and service transformation work through to implementation, not design alone. We will ask what you changed about a model once it went live.
Strong organisational design grounding across the full set of dimensions, experience delivering change in complex public sector or regulated environments, workshop facilitation with operational and senior audiences including groups that did not ask for the change, and the ability to move between conceptual design and operational specifics without losing either.
This programme delivers through an outsourced arrangement, so experience of operating models that span a client and supplier boundary is particularly relevant.
Useful but not essential: service design and user-centred methods, process modelling, workforce planning or TUPE exposure. Time spent actually running an operation counts for a lot here.

RateWe have not fixed a rate. Tell us what you work to and we will have that conversation early rather than at offer stage. As a guide, we are benchmarking this role in the region of £575 to £725 per day depending on level.
