A fast-growing international technology group is seeking a Head of HR – Overseas Operations to lead the people strategy across its overseas businesses. This is a senior, commercially focused role overseeing HR delivery, governance and organisational capability across multiple international markets.
Working closely with regional Managing Directors and Group leadership, the Head of HR will shape and execute the HR strategy for overseas operations, ensuring the organisation has the structure, capability and people practices required for sustainable international growth. The role blends strategic leadership with hands-on execution, supporting lean, high-performance operations across diverse jurisdictions.
The Role
• Lead and deliver the HR strategy for overseas markets, aligned to Group objectives.
• Partner with senior leaders across multiple countries, balancing global consistency with local cultural and legislative requirements
• Provide expert guidance on complex employee relations matters, organisational change and employment risk, working with local advisers where required.
• Maintain robust HR governance, policies and compliance standards that balance Group expectations with local legal requirements.
• Drive workforce planning, organisational design and headcount budgeting to support commercial growth.
• Ensure full compliance with employment legislation across all territories.
• Lead KPI-driven performance management, talent development and succession planning.
• Build a high-performance culture and strengthen employee engagement across international teams.
• Oversee reward frameworks, organisational effectiveness and workforce analytics. Lead and develop the overseas HR function, ensuring professional, efficient and commercially aligned HR service delivery.
About You
• Strong experience leading HR across multiple international markets.
• Proven background supporting overseas operations for a multinational organisation.
• Deep understanding of international employment legislation, HR governance and organisational design.
• Commercial, data-driven and able to align people strategy with business priorities.
• Exceptional stakeholder management and cross-cultural influencing skills.
• Experienced in KPI-driven performance frameworks and organisational capability building.
• Mandarin language skills are preferred due to the nature of the international stakeholder group.
• Degree-educated with CIPD or equivalent professional HR qualification.
