Job description

Are you an experienced HR leader with a passion for transforming services, driving operational excellence and leading high-performing teams? My client who is a local government organisation is looking for an ambitious Head of HR Operations and Transformation professional to join the HR & Workforce Transformation leadership team. This is a fantastic opportunity to lead on two critical corporate services (payroll and Recruitment), shaping how they attract, recruit and pay their workforce while driving continuous improvement and digital transformation. Reporting to the Director of HR & Workforce Transformation, you'll lead the Council's Payroll and Recruitment functions, ensuring they deliver high-quality, efficient and compliant services that support their workforce strategy and organisational priorities. You'll have the opportunity to modernise systems and processes, improve the employee experience and influence strategic workforce planning, helping to reduce reliance on agency and interim staffing while building organisational capability. The Head of HR Operations and Transformation is a full-time permanent role paying £69,641 - £78,782 per annum, inclusive of a Local Weighting Allowance of £1,096, and offers the opportunity to play a key role in delivering the Council's wider transformation agenda. The role is located in Slough and they offer hybrid working, going into the office 2-days per week. Some of the key responsibilities of the role include: • Leading the Payroll and Recruitment teams, setting clear direction, driving performance and fostering a culture of accountability, collaboration and continuous improvement. • Overseeing the delivery of accurate, timely and fully compliant payroll services, ensuring robust governance, financial controls and statutory compliance. • Leading the end-to-end recruitment service, from attraction through to onboarding, improving recruitment outcomes, candidate experience and supporting workforce planning priorities. • Driving the modernisation of payroll and recruitment systems and processes through digital innovation, automation and continuous improvement initiatives. • Leading workforce planning activity across the service, developing capability, succession planning and ensuring resources are effectively deployed to meet business needs. • Managing significant supplier contracts, including the Council's recruitment managed service and payroll system, ensuring strong commercial performance, effective contract management and value for money. • Building strong relationships with senior stakeholders across the organisation, providing expert advice and influencing strategic decision-making to improve workforce outcomes. • Leading governance, compliance and risk management across Payroll and Recruitment, ensuring services operate in line with legislative, regulatory and organisational requirements. This is an excellent opportunity for an experienced senior HR professional with a strong background in payroll, recruitment or HR operations within a large, complex organisation. You'll have a proven track record of leading service improvement and transformation programmes, developing high-performing teams and delivering customer-focused services. You'll combine strategic thinking with a hands-on leadership style, have excellent stakeholder management skills and be confident managing change, contracts and organisational priorities in a fast-paced environment.
